How to prepare a monitoring and evaluation system in relation to commissioned services

Both commissioners and providers need to know how they are going to monitor and evaluate progress against outputs and outcomes specified in the contract or service agreement.

What is monitoring and evaluation?

Monitoring and evaluation (M&E):

  • is the processes and mechanisms through which service providers can assess, measure and report achievement in relation to agreed aims and targets.
  • allows providers to report on how they are providing social value and meeting wider priorities. See our page on the importance of social value.
  • enables organisations to learn about and improve what they do, and therefore should be built into governance and management practices.

Developing a monitoring and evaluation system

A voluntary sector provider preparing for commissioning will need a well-functioning monitoring and evaluation system in order to provide evidence of existing achievements for users at the pre-qualification and/or tendering stage, as well to fulfil the monitoring and reporting terms and conditions of the contract or service agreement.

In order to develop an appropriate monitoring and evaluation system, you may need to adjust your processes, or invest resources, at one or more of the four key phases in the monitoring and evaluation cycle.

These phases are:

  • planning
  • monitoring
  • evaluation
  • using the findings.
