Subject: Setting up a branch of a charity

A friend of mine runs a childrens charity in Uganda.  I was wondering what the procedure would be for setting up a branch of this charity in England.  Would there need to be an English bank account and is there some kind of registration procedure for running a branch of an international charity in England?
